Residential mass roll out
News on Eskom’s residential mass roll out, which saw the roll out of free energy efficient technologies to homeowners in a pilot phase earlier this year, follows.
The second phase of this programme has been cancelled. One supplier however, Karebo Systems, did successfully obtain a contract and is going to roll out until Dec 2012. Preparation are underway to ready the third phase of RMR, tender documents and processes are being finalised and once ready will be made available on the Eskom tender bulletin on the Eskom website. (not Eskom IDM website).
As soon as the third phase for the programme is open, a call for tenders will be done, using tender advertisements in the media.

IDM Standard Product Programme
Commercial, agriculture and industrial energy consumers
Eskom’s Integrated Demand Management (IDM) business unit is a key element in addressing the energy constraints facing our country. Its main aim is to support improved energy efficiency by commercial, agriculture and industrial consumers – to achieve demand-side energy savings.
The Standard Product Programme
The Standard Product (SP) programme is a mechanism designed to provide specific rebates for efficiency improvements derived from the implementation of approved technologies. Standard Products are solutions designed to act as replacements for less energy efficient technologies.
Participation in the SP Programme requires no formal contract – only a formal commitment by the customer. The project approval turnaround timeframe has been streamlined in order to create the capacity to implement small and medium size projects. In order to accelerate energy efficiency projects, the Standard Product project approval timeframe should take no more than four weeks.
Only technologies that have been approved by Eskom will be considered to be Standard Products. IDM has compiled a database of application-specific Standard Products which are deemed to be energy efficient technologies, and which can be implemented by customers in order to receive an agreed upon rebate from the electricity supplier. Customers must ensure that new installation and technologies conform to all applicable laws, specifications and regulations. It should be noted that any deviation from Standard Product specification will be for customer’s account. This Standard Product list will continue to grow as ‘new’ technologies are identified and approved for inclusion.

IDM Funding options: Introduction letter
The Standard Product Programme is designed to enable customers to replace most commonly-used inefficient technologies with their energy efficient equivalents. To make sue of the Standard Product Programme, an energy saving project may be undertaken by the customer himself or, on his behalf, by an Energy Services Company (ESCo) or Project Developer
This letter serves to confirm that Eskom has implemented a Standrad Product Programme as an initiative to save energy.
Who is eligible for the Standard Product?
Perfect for:
- Small business owners (from retail outlets, guest houses, factories thus aimed as small commercial and industrial entities)
- Residential estates
- The agricultural market
In order to be defined as a Standard Product, a solution must be:
- A specific ‘off-the-shelf’ product, e.g. a lamp, fitting, heat pump etc., which satisfies a specific requirement, that appeals to a wide market
- Approved by Eskom to be used as a replacement for less energy efficient technologies (Compact Fluorescent Lamps (CFLs) also called energy savers for old fashioned incandescent etc)
- Either a component, sub-assembly or a complete “machine”; and/or
- Programmable , and can even be a control system provided a predicable saving can be attached to the technology
Application process
The Standard Product programme is designed to enable customers to replace most commonly-used inefficient technologies with their energy efficient equivalents. To make use of the Standard Product an energy saving project may be undertaken by the customer himself or, on his behalf, by an Energy Services Company (ESCo) or Project Developer.
For a project to qualify for a rebate, the demand reduction achieved must be greater than 1kW, must have a load factor of at least 5% and the energy savings must be greater than 2MWh/a. A customer is eligible to one Standard Product rebate (i.e. one Standard Product technology implemented as part of one efficiency upgrade project) at each project site with the rebate amount capped at a maximum of R500 000 per project site.
In order to pre-qualify for the SP programme, potential participants will be required to have their electricity bills fully paid-up and to produce a valid tax clearance certificate before any payment is received. Furthermore, it should be noted that Eskom will only pay rebates to the electricity customer or owner of the premises; all other contracts, whether with suppliers or ESCo’s, will be entirely the customer’s responsibility.
Load factor is the ratio of average load to the maximum/peak load during a period. In this instance it is intended to target technologies that are operated at least 3.5 hours or more per day.

Customers seeking to take part in the Standard Product programme should firstly get in contact with the relevant regional energy services representative, their details are listed below. You can also contact the Eskom Contact Centre on 08600 37566.
The energy services representative then sets up a consultation session with the customer to assist with the formulation of the project proposal in response to the published offer.
The completed project proposal together with a valid tax clearance certificate is then submitted to the relevant energy services representative for approval. On receipt of the submission, the energy service representative will communicate (in writing) details of the Measurement and Verification (M&V) process that will apply as well as the project obligations (e.g. decommissioning/disposal requirements for existing technologies, sustainability commitment/pledge, etc.).
Once the proposal is approved and the obligations clarified and agreed, the next step in the process requires the customer to sign a scope and sustainability commitment. This commitment includes an indemnity clause, a clause to prevent the customer from double claiming energy savings through other initiatives and encourages sustainability of the solution (e.g. necessary maintenance and continued, optimal operation) for a period of three years. From submission of the proposal to the signing of the commitment is expected to take no longer than 4 weeks.
Implementation of the project can now start. Less energy efficient technologies is replaced with more energy efficient Standard Product solutions.
To ensure the desired energy savings benefits materialise, the previously installed, inefficient technologies need to be decommissioned and/or responsibly disposed. Where appropriate, proof of disposal or decommissioning must be submitted to Eskom IDM. This process can be confirmed with the energy services representative during the approval phase (Step 4).
The customer must notify the relevant Eskom energy services representative of completion. Eskom IDM energy advisor is required to confirm and sign off on the implementation based on which a project Completion Certificate will be issued. Eskom, at their expense, will perform a technical and disposal audit which may take the form of a phone call, a site visit or full measurement and verification (depending on the agreed project specifics).
The payment process is activated after the Completion Certificate is issued. Submission of all actual cost invoices as well as a cancelled cheque or bank letter as well as an official Tax Invoice reflecting final rebate (As agreed between Eskom and Customer) will be required to process payment to the customer. This step, from notifying Eskom of completion to receipt of the rebate, should be completed within 6 weeks.
